Construction Information
June 19, 2008 Status Report: The contractor has completed preliminary earthwork and site preparation, has placed base rock on the trail segments, and has begun installing the irrigation system. Over the next week or two, the contractor plans to finish the major earthwork at the site, continue installing the irrigation system, pour the curb around the outside of the playground and finish laying the base rock on the trails.
Project Description
This 2.5-acre undeveloped park site is located along NW 131st Street at the intersection of NW 47th Avenue in the Felida area. The approved, county-funded master plan for Sgt. Crawford Park includes the following features:
- ADA accessible walking paths
- Irrigated open lawn play area
- Boulder wave seating area
- Picnic tables and benches
- Playground
- Additional trees and other plantings
- Viewpoint mound above playground
- Space for small neighborhood flower garden
- Trail connection to undeveloped Vancouver School District property to the north
- Space for a Citizen Emergency Response Team (CERT) supply storage shed and bulletin board (neighborhood funded and maintained)
In addition, several unfunded enhancements have been approved for the park, including memorial features honoring Sgt. Crawford. Funding to construct these items will be provided through community donations and other fundraising activities (see Park Donations section below for more information). These unfunded enhancements include:
- Memorial Plaza with a gateway, memorial plaques, pavilion seating area, ocean-washed concrete surfacing, and ornamental grass circle.
- Expanded playground area with additional equipment
- 8-foot high naturalistic rock climbing wall and slide
- Bench on top of viewpoint mound
- Additional buffer plantings around perimeter of park
The playground equipment
Based on feedback received from neighbors and their children last summer (and the available space and budget), the playground will include two main play structures, one designed for younger children and toddlers and one designed for older children, a swingset, and a spinner bowl.
The two images below are similar to what the two main play structures will look like. Please note that these images are generic vendor images and what we actually install in the park may be slightly different with regard to the colors and some of the individual elements on each piece.
Guiding Principles
- Develop a park that celebrates Sgt. Brad Crawford's life and honors his memory.
- Accommodate recreational and open space activities to meet the diverse needs of the neighborhood, now and for the long-term.
- Establish natural areas and incorporate principles of sustainability.
- Address access, security, and adjacent uses.
- Develop a plan that is financially responsible and viable for the long-term.
Timeline
April 2006: Master planning phase began.
December 2006/January 2007: Present preferred master plan to the Parks and Recreation Advisory Commission for review and approval; master planning phase ends.
January 2007: Design and permitting phase begins.
Early 2008: Design and permitting phase anticpated to be complete; construction contract scheduled to be advertised for bids.
June 2008: Construction begins.
October 2008: Construction anticipated to be complete.
Public Outreach and Involvement
Vancouver-Clark Parks and Recreation hosted three public meetings as part of the master planning process for this park in April, September and November 2006. A public open house to obtain public input on the playground equipment for the park also occurred in August 2007.
Project staff has also met multiple times with members of Sgt. Brad Crawford's family, and with representatives from the Felida Neighborhood Association and several immediately adjacent neighbors, to discuss the park development plans.

Background The property was originally named McCann Neighborhood Park for identification purposes, but was officially changed to Sgt. Brad Crawford Neighborhood Park in 2005. Sgt. Crawford - an active Felida community member, neighbor and Clark County Sheriff's deputy - was killed in the line of duty in 2004. After his death, several community members approached the Felida Neighborhood Association asking if a park could be named in his honor. After considerable research and coordination with Vancouver-Clark Parks and Recreation, the Felida Neighborhood Association distributed a survey to neighbors around McCann Neighborhood Park asking if they would be in favor of renaming it in Sgt. Crawford's honor. The proposal received overwhelming public support, and was later approved by the Parks and Recreation Advisory Commission and the Board of Clark County Commissioners. A park naming/dedication ceremony was held at the park in August 2005.
Park Donations Now Being Accepted!
The Crawford Family recently set up a Sgt. Crawford Park Fund with the Parks Foundation. All donations will be used for construction of the memorial aspects of the park. If you'd like to contribute to this fund, please send personal checks, cashier checks or money orders to:

Checks and money orders must be written out to “Parks Foundation – Sgt. Crawford Park,” or to “Parks Foundation” with “Sgt. Crawford Park” written in the Memo section. It is important that the name of the park be included somewhere on the check or money order.
