Construction Information
June 19, 2008 Progress Report: The contractor is in the process to doing major earthwork in the park that is required before they can begin roughing in the trail and active play areas. They have also installed a storm drain in the park.
Project Description
This 4.3-acre park is located on the south side of NE 28th Street, between 182nd and 184th Avenues. The property is sloping and currently features grassy areas with a variety of smaller trees scattered throughout.
When construction is complete in fall 2008, this park will feature:
- Paved wheelchair-accessible loop trail
- Irrigated and non-irrigated open lawn play areas
- Playground
- A small "street-style" skateboarding spot
- 2 benches
- 2 picnic tables
- An overlook spot at the top of the hill
- Space for snow sledding on the hill
- Sidwalk along the park side of NE 28th Street between 29th Street and 184th Avenue
- Bike rack, garbage cans and signage
- Additional trees and other landscaping
Unfunded features shown in the approved concept development plan can be added to the park over the coming years as funding allows. If you would like to donate funds for one or more of these items, please call the Parks Foundation at 693-7050.
Public Participation
Project staff rely on public participation to help guide park layout during the design process. Your input helps us:
- Understand and respond to the needs and concerns of your neighborhood.
- Understand which park features are most important to you and your neighbors.
- Learn about the potential for community fundraising to add features to the park.
In April 2007 a newsletter and comment form was mailed out to all residents living within a half mile of the park providing information about the upcoming park development project, and requesting feedback about what neighbors wanted to see in their park. The comment form was also made available on this project Web page.
The feedback we received through this mailing was then used to help develop three concept plans showing different ways the park might be developed. A public meeting was held on May 31, 2007 to gather feedback from neighbors about what they thought about the three concept plans. The three plans were also posted on the Web page along with an electronic comment form.
The project team then developed a single proposed concept development plan based on the additional feedback received, the project budget and site requirements (i.e. street improvements, steep slope, etc.). A newsletter featuring this plan was then mailed out to all residents living within a half mile of the park for review before it was presented to the Parks and Recreation Advisory Commission in July 2007.
In October 2007, the county requested input from neighbors about what they'd like to see in the new playground at this park. A summary of the comments received is now available below.

Project Funding
Design and construction of Harmony Ridge Neighborhood Park is funded by park impact fees, which are paid whenever a new residential property is developed, and the real estate excise tax, which is paid whenever property is sold. Maintenance of the park will be funded by the Greater Clark Parks District, a special district approved by voters in the unincorporated urban area of Clark County in 2005.
