Lakeshore Neighborhood Park

Current Status
Staff is currently working on final design and permitting for this park development project. Construction is scheduled to start in late spring or early summer 2009.

Park Name Change Voting Results
The county recently asked neighbors if they would support changing the name of the park to Jack Fazio Neighborhood Park. Jack Fazio sold the property to the county and lived on the corner up until his death in 2007. We received 136 votes about this subject from interested neighbors:

YES: 109 votes (80.1%)
NO: 27 votes (19.9%)

On April 17, 2009, the Parks and Recreation Advisory Commission voted in favor of making a recommendation to the Board of Clark County Commissioners to approve the name change. The request will now go to the Board for final approval.

Project Description
This 5.2-acre park is located on NW 21st Avenue at NW 99th Street just north of Lake Shore Elementary School. Currently, this undeveloped park property is a flat open grassy area with no trees.

The name of the park refers to its geographic location near Lakeshore Avenue and Lake Shore Elementary School. It is a placeholder name used for identification of the site and may be changed before construction starts if neighbors wish (see public input request above).

Public Participation
Major decisions about what the park will look like and what types of features it will have were made during the planning process. Project staff relied on public participation to help guide this process. Your input helped us:

  • Understand and respond to the needs and concerns of your neighborhood.
  • Understand which park features were most important to you and your neighbors.
  • Learn about the potential for community fundraising to add features to the park.

The first newsletter and comment form was mailed out in March 2008. The county then hosted a public meeting in May 2008, and presented several preliminary concept plans to neighbors for input. Input was also collected through this Web page.

In July 2008, an updated proposed concept plan was mailed out to neighbors in a newsletter and posted online for additional public input before it was presented to the Parks and Recreation Advisory Commission for approval.

In October 2008, neighbors were also invited to provide input about the types of play experiences and equipment they'd like to see in this park. In March 2009, the county sent out a request for public input regarding changing the name of the park to Jack Fazio Neighborhood Park.

Project Schedule
Winter 2007-summer 2008: Planning and preliminary design phase; public feedback obtained; preferred concept plan developed.
Summer/fall 2008: Proposed concept plan presented to the Parks and Recreation Advisory Commission for approval; planning phase ends; final design and permitting phase begins.
Fall 2008-spring 2009: Design and permitting phase substantially completed.
Late spring/early summer 2009: Construction scheduled to begin.
Late fall/early winter 2009: Construction scheduled to be complete.

Project Funding
Design and construction of Lakeshore Neighborhood Park is being funded by park impact fees, which are paid whenever a new residential property is developed, and the real estate excise tax, which is paid whenever property is sold. Maintenance of the park will be funded by the Greater Clark Parks District, a special district approved by voters in the unincorporated urban area of Clark County in 2005.
