Current Status
The Parks and Recreation Advisory Commission approved the concept plan for this park in July 2009. Staff has begun final design and permitting on the planned park development project. Construction is scheduled to start in 2010 if funding is available.
In February 2010, neighbors were invited to provide input about the playground equipment that might be selected for the park. A summary of the comments received is now available:

Project Description
This 7.7-acre property is located on NE 99th Street just west of 50th Avenue in Northeast Hazel Dell. The property is currently being leased as pastureland for livestock. It features rolling hills with trees scattered throughout. LaLonde Creek crosses the northeast corner of the property.
The county agreed to name the future park in honor of Kate and Clarence LaLonde when it purchased the property from the family in 1999. Clarence LaLonde first bought the land from the state in 1911.
The final concept plan for this park includes:
- Paved loop trail with mileage posted on a sign
- Playground equipment
- Small multi-purpose sports court
- Irrigated informal play field
- Small gathering plaza with picnic tables
- Benches
- Farming-related design elements like split rail fences and stone columns to reflect the property's history
- Passive nature area around the creek and wetland
- Entrances from NE 99th Street and NE 102nd Street
- Landscaping, bike rack, drinking fountain, garbage cans and signage
- Space for a small covered picnic shelter that can be added to the park in the future through community fundraising or donations
Why is this park being developed?
This property was originally acquired by Clark County with the intention of developing it as a neighborhood park once funding was available to maintain it. In 2005, voters in the unincorporated urban area of the county approved a ballot measure that created the Greater Clark Parks District. This special taxing district provides maintenance and operations funding for 30 new neighborhood parks, five new community parks, seven miles of new trail and additional youth sports fields. Bosco Farm Neighborhood Park was one of the 30 neighborhood park properties that were identified as being part of the Greater Clark Parks District during the campaign. It is now being developed as part of this program.
Project Schedule
Spring-Summer 2009: Planning and preliminary design phase; public feedback obtained; proposed concept plan developed.
Summer 2009: Proposed concept plan presented to the Parks and Recreation Advisory Commission for approval; planning phase ends; final design and permitting phase begins.
Fall 2009-spring 2010: Design and permitting phase substantially completed.
Spring or summer 2010: Construction scheduled to begin if funding is available. Please note that this schedule is approximate and is subject to change.
Public Participation
Project staff rely on public participation to help guide park layout during the design process. Your input will:
- Help us understand and respond to the needs and concerns of your neighborhood.
- Help us understand which park features are most important to you and your neighbors.
- Help us learn about the potential for community fundraising and volunteer project to add features to the park.
The first project newsletter and comment form was mailed out to neighbors in March 2009. Several different preliminary concept plans were presented to neighbors for review and input at a public meeting on April 23, 2009 and through this Web page.
A newsletter featuring an updated proposed concept plan was mailed to neighbors for review and additional input in early June 2009. The final concept plan was approved by the Parks and Recreation Advisory Commission in July 2009.
In Feburary 2010, neighbors were invited to provide input about the playground equipment selected for this park.

Project Funding
Design and construction of Kate and Clarence LaLonde Neighborhood Park is funded by park impact fees, which are paid whenever a new residential property is developed, and the real estate excise tax, which is paid whenever property is sold. Maintenance of the park will be funded by the Greater Clark Parks District, a special district approved by voters in the unincorporated urban area of Clark County in 2005.
