Construction Information
June 19, 2008 Progress Report: The contractor has completed preliminary earthwork and site preparation at the park. They will pour the concrete curb around the outside of the playground this week, and have begun the half-street improvements along 54th Avenue in front of the park. They have placed base rock along the main loop path. There will be occasional traffic impacts and lane closures on 54th Avenue to allow for trucks to enter and exit the work site and for the street improvements.
Project Description
This 3-acre park is located on the east side of NE 54th Avenue, just north of 40th Street in the Road's End neighborhood. The existing undeveloped park property is located on the south side of small wetland pond, and features open grassy areas and some scattered trees.
When construction is complete in fall 2008, this park will feature:
- Paved, wheelchair-accessible loop trail with views into the pond
- Irrigated open lawn area
- Entrance from NE 54th Avenue
- Sidewalk in front of the park
- Playground
- 2 benches
- 2 picnic tables
- Informal access to the pond through a rough mown area
- Bike rack, garbage cans and signage
- Additional trees and other landscaping
As part of a separate road project, Clark County Public Works also plans to widen the shoulder along the park side of NE 54th Avenue between 40th Street and 44th Street to six feet to provide easier pedestrian and bicycle access to the park.
Unfunded features identified in the approved concept development plan can be added to the park over the coming years as funding allows. If you would like to donate funds for one or more of these items, please call the Parks Foundation at 693-7050.
Public Participation
Project staff rely on public participation to help guide park layout during the design process. Your input helps us:
- Understand and respond to the needs and concerns of your neighborhood.
- Understand which park features are most important to you and your neighbors.
- Learn about the potential for community fundraising to add features to the park.
In March 2007 a newsletter and survey form was mailed out to all residents living within a half mile of the park providing information about the upcoming park development project, and requesting feedback about what neighbors wanted to see in their park. The survey was also made available on this project Web page.
The feedback we received through these surveys was then used to help develop three concept plans showing different ways the park might be developed. A public meeting was held on May 17, 2007 to gather feedback from neighbors about what they thought about the three concept plans. The three plans were also posted on the Web page along with an electronic comment form.
The project team then developed a single proposed concept development plan based on the additional feedback received, the project budget and site requirements (i.e. wetland area, street improvements, etc.). A newsletter featuring this plan was then mailed out to all residents living within a half mile of the park for review before it was presented to the Parks and Recreation Advisory Commission in July 2007.
In October 2007, the county requested input from neighbors about what they'd like to see in the new playground at this park. A summary of the comments received is now available below.

July 2007: Proposed concept development plan accepted by the Parks and Recreation Advisory Commission; planning phase ends; final design and permitting phase begins.

Project Funding
Design and construction of Road's End Neighborhood Park is funded by park impact fees, which are paid whenever a new residential property is developed, and the real estate excise tax, which is paid whenever property is sold. Maintenance of the park will be funded by the Greater Clark Parks District, a special district approved by voters in the unincorporated urban area of Clark County in 2005.
